Put an appropriate amount of flour into a large bowl (without water) and compact.

Use chopsticks to poke a few holes.

Cover with plastic wrap. (Prevent water vapor from dripping into the flour)

Boil the water, add the flour covered with plastic wrap, and steam over high heat for 20 minutes.

Take it out immediately and invert it into a large round shape in a bowl.

Once cool, crush the lumps of flour with your hands and sift the flour. This is low-gluten flour.
