  1. Add ginger, salt, a small amount of oil and a small amount of rice wine (personally prefer fermented rice wine) to the whitebait and mix well

  2. Heat a pan, add oil and fry the ginger slices

  3. Add the whitebait, spread the fish out and fry

  4. Stir fry until cooked and add water

  5. Cover the pot and simmer over medium heat for 5 minutes

  6. Sprinkle in chopped green onions and cook to finish
