Soak the peppercorns in water for 10 minutes and wash away the dust.

Pick out the black seeds and use kitchen paper to absorb the moisture from the surface.

Prepare onions, ginger, bay leaves, and cinnamon.

Add appropriate amount of oil and fry the spices over low heat.

Fry until browned and no spices leak out.

Cool the oil until it is 30% hot and pour in the peppercorns.

Place in steamer.

Cover the plate and steam over medium-low heat for 30 minutes.

Take out the bowl and drain out the peppercorns.

Stir-fry the peppercorns over low heat for 30 seconds.

Then pour the pepper into the oil and soak it. The longer it is soaked, the more numb and fragrant it will be.
