Soak the vermicelli in boiling water till soft and set aside.

Cut the baby cabbage into quarters or six.

Chop the garlic and set aside some millet pepper.

Put water in the pot, add salt, boil a little oil and blanch the baby cabbage.

Spread half of the soaked vermicelli on the bottom of the plate.

Arrange the blanched baby cabbage and spread the remaining vermicelli in the middle.

Put oil in the pot, when the oil is hot, add garlic, millet pepper, and black bean paste and stir-fry until fragrant.

Add water and stir-fry to make a sauce.

Pour the fried sauce onto the vermicelli and baby vegetables.

Put the arranged baby cabbage into the steamer and steam it for 8 minutes.
