Red-skinned potatoes, set aside.

Wash.

Peel, shred, wash and drain.

Slice garlic and shred pepper, set aside.

Heat a pot, add an appropriate amount of oil, add garlic and pepper and stir-fry, then add shredded potatoes, add appropriate amount of salt and vinegar to taste, stir-fry a few times.

Remove from pan and plate.
