  2. Heat the milk or water until it is not hot to the touch.

  3. Pour warm milk or warm water into the flour and knead into a smooth, non-sticky dough.

  4. Use a rolling pin to roll out the dough thinly, then roll it up and cut it into small buns with a knife.

  5. Put hot water of about 50 degrees into the steamer, brush the steamer with a layer of oil, and put the steamed buns into the steamer to rise for about half an hour.
