Peel and wash the potatoes, cut into hob pieces and rinse with water.

Boil the quail eggs (you can buy peeled quail eggs at the market), shell them, wash them and drain them.

Heat the pan, pour in appropriate amount of oil, add ginger slices and star anise and stir-fry until fragrant.

Add the quail eggs and fry over low heat.

Fry the quail eggs over low heat while shaking the pot until the skin is slightly browned.

Add potato cubes and water (the water should cover about two-thirds of the ingredients).

Add appropriate amount of pepper powder and soy sauce, turn to medium-low heat.

Stir several times during this period to prevent sticking to the pan, and skim off any foam if it appears.
