Cut the fish head into pieces and soak in water repeatedly to remove the blood. (Pry off the teeth on the fish head and throw them away, otherwise it will be very fishy.)

Heat the cold oil in a pan and fry the fish head until golden brown on both sides, remove and set aside.

Wash and cut the tofu into cubes and fry in a pan until both sides are slightly brown. Add the ginger slices and garlic and stir-fry briefly, add the fried fish head, and add a little chopped pepper. (Omit it if you don’t like spicy food)
