Soak the dried kelp in clean water for 2-3 hours (the soaking time depends on the thickness of the kelp), then wash the kelp and drain the water.

Slice green onions diagonally; flatten and chop garlic.

Pour a little sesame oil into the pot and turn on medium heat. When the oil is hot, add the onion and garlic and stir-fry until fragrant. Add kelp and stir-fry for a few times. Pour in 1 liter of water, add salt, pepper and beef powder to taste. After the water boils, reduce the heat and simmer for 15-20 minutes.
