Slice green onions diagonally; flatten and chop garlic.

Wash the celery and cut into sections. (If the celery is thicker, you can split it into two and then cut it into segments)

Wash the potatoes, peel them and cut into thin strips. Rinse the potato shreds twice with water to remove the starch.

Pour vegetable oil into the pot, turn on high heat and stir-fry onion and garlic until fragrant.

Pour the shredded potatoes and celery into the pot, stir-fry a few times, add salt, pepper and beef powder, and stir-fry for two minutes.

Arrange the celery and potato shreds on one side of the pancake.

Use both hands to roll the pancake firmly.

Finally, cut the rolled cake into small pieces.
