Soak the glutinous rice overnight in advance until the water stops dripping and set aside

Prepare the meat filling just like making dumpling fillings. Dip some water in your hands and roll the meat filling into meatballs. Not too big, just big enough to eat in one bite. Then put the meatballs into the glutinous rice. Roll it back and forth until the whole meatballs are covered with glutinous rice. Put it in a steamer and steam it for about 20 minutes. I used tomato sauce as a decoration. This depends on personal preference.
