Soak diced frozen vegetables in warm water to defrost

Peel and chop chili peppers and set aside

Add seasonings & chopped chili to the ground meat, stir with chopsticks in a circular motion until gluten comes out (increases chewiness)

Stir in diced vegetables

After loading into a plate, press it flat and cover with tin foil

Steam in a steamer over medium heat for 15 minutes (or steam in a rice cooker for 20 minutes), turn off the heat, take out, sprinkle with a little white pepper & sesame oil and serve.
