Cut green peppers into sections and shred onions.

Add cooking wine, steamed fish soy sauce, dark soy sauce, oyster sauce, freshly ground black pepper, and starch into a bowl, stir well and set aside.

Blanch the fat beef in a pot of boiling water until it just changes color, remove and set aside.

Add no oil to the wok, add chili pepper and stir-fry over medium heat until tiger skin spots appear.

Pour a little vegetable oil along the edge of the pot and stir-fry the peppers until the surface is oily.

Add appropriate amount of salt, balsamic vinegar, sugar and cooking wine and cook for 2-3 minutes until the soup is almost dry.

Remove from pan and place on a plate. Set aside.

Pour a little oil into the pot, add shredded onions and stir-fry for a while, then add the blanched beef and stir-fry.
