  1. After soaking the kelp shreds, put them into a pot, add an appropriate amount of water and bring to a boil, then turn to medium heat and simmer for 5 minutes.

  2. Remove, cool and drain.

  3. Add salt, organic vinegar, soy sauce and sesame oil.

  4. Put minced garlic, peppercorns and dried red pepper segments in a bowl.

  5. Place the minced garlic chili mixture on top of the shredded kelp.

  6. Heat the vegetable oil and pour it over the minced garlic and chili.
