Soak the winter vegetables to remove the salt.

Squeeze out the water.

Chop the ginger and onion.

Place the scallions, some ginger slices and winter vegetables on the plate.

Clean the tilapia and score both sides with a knife. (The fish is too big and will cook easily with a knife.)

Mix garlic black bean paste, cooking wine, sugar and oil.

Spread on the fish, evenly inside and out, and place on a plate.

Top with the remaining winter vegetables and chopped green onion and ginger slices.

Put in a pot of boiling water, steam over high heat for 12 minutes, then turn off the heat and simmer for 5 minutes. (The steaming time for large fish should be longer, and the steaming time for small fish should be shortened accordingly)
