Mix the powder + water first, then add the oil and mix thoroughly and set aside.

Add the batter to the meat and fry it once. Drain it when it floats and hardens. Wait until the oil temperature rises and then fry it again until golden. Drain it.

Put the sweet and sour sauce (except vinegar) into the pot and bring to a boil over low heat. When it becomes transparent, turn off the heat and pour in the rice vinegar, stir in the sesame seeds and pour in the fried meat and mix well.
