Garlic vermicelli and baby cabbage - cabbage makes seafood flavor

Mince the garlic and soak the vermicelli in warm water until soft. Do not over-soak the baby cabbage. Wash the scallion root and cut it into 8 halves. Do not let the leaves fall apart
