I almost finished wrapping the buns before I wanted to take pictures, but the finished product turned out okay😁.

Add yeast baking powder to the flour, and mix it with warm water. The dough will be softer than steamed bun dough. After it has risen, divide it into small even portions and roll it into thin slices.

In this picture, I almost finished wrapping it before I thought of taking a photo. The fennel is very tender and the soup is coming out. Fry the eggs first, and after they are cool, add the fennel (wash the fennel, drain it, and chop it finely).

Heat the pan with cold oil and add the shaped buns. After the bottom is browned, add cold water until the water covers the bottom of the buns. Cover the pot.

After about 7 or 8 minutes, when the water is completely absorbed, open the lid of the pot.

The buns are cooked when the bottom is browned. If there is no color, wait for another 1 minute to fry and the bottom of the buns will be colored.
