Add shredded ginger, cooking wine, salt and soy sauce to the fish head, mix well and marinate for half an hour.

Dice the tomatoes and put them on a plate. Boil water and steam for 10 minutes.

Chop green onions.

Chop spicy millet.

Steam the fish head, take it out, add chopped green onion and half of the millet.

Heat oil in a pot and sauté remaining millet until fragrant.

Drizzle with hot oil.
