There is a secret to eating fresh kelp. Do not touch it with tap water when you buy it. First, boil water to blanch it until it turns green, then wash it with tap water. The fresh kelp processed in this way will be more tender.

Cut kelp into strips, slice pork belly, and chop green onions and set aside.

Heat the cold oil in a pan, add the pork belly and stir-fry over low heat to remove the oil.

Add chopped green onion and dried chili pepper to bring out the aroma.
