  1. Add ginger, scallions, cooking wine, eggs, light soy sauce, dark soy sauce, and salt to the minced meat.

  2. Add appropriate amount of water and stir evenly in clockwise direction.

  3. Remove the heads from the peppers and wash them.

  4. Stuff the minced meat into the peppers.

  5. Stuff them in turn.

  6. Add appropriate amount of oil in the pan and fry the chili peppers until cooked.

  7. Fry until the pepper skin becomes wrinkled.

  8. Add light soy sauce, dark soy sauce and appropriate amount of water.

  9. Cook until fragrant.

  10. Finished product is plated.
