Cut the chicken wings into pieces, immerse them in boiling water with ginger, green onions and cooking wine, then drain.

Remove the stems and seeds from the red bell pepper and cut into large pieces.

Heat the oil over medium heat and fry the lower wing pieces;

Add water to cover the wings and bring to a boil over high heat;

Cover and cook over low heat;

Cook until the juice dries up and take off the lid;
