  1. Tear the seaweed into small strips, pour boiling water and soak for about 3 minutes.

  3. Mince the green onion and garlic, and cut the millet and pepper into small rings.

  4. Pour a little oil into the pot and stir-fry the chopped green onions until fragrant.

  5. Add dried shrimps and fry over low heat until golden and crispy, set aside to cool.
