Tear the seaweed into small strips, pour boiling water and soak for about 3 minutes.

Drain and set aside.

Mince the green onion and garlic, and cut the millet and pepper into small rings.

Pour a little oil into the pot and stir-fry the chopped green onions until fragrant.

Add dried shrimps and fry over low heat until golden and crispy, set aside to cool.

Add minced garlic and millet pepper on the seaweed. Add rice vinegar, light soy sauce, and sugar.

Add the shrimp skin and scallion oil and mix well.

Sprinkle some chopped chives.
