Sift the flour.

Heat the corn oil to a slight boil, then turn off the heat, immediately pour in the low-gluten flour, add milk and mix well.

First place a baking pan filled with boiling water on the lower shelf of the oven, and place a baking mesh on the baking pan. Then pour the batter into an 8-inch chiffon mold, shake off any big air bubbles and place it on the baking grid. Preheat the oven to 150 degrees and bake for 60 minutes.
