Prepare ingredients.

Pour brown sugar into hot water, let the brown sugar melt into sugar water, cool and set aside.

Soak the raisins in water for more than half an hour, drain and set aside.

Pour vegetable oil into a large bowl.

Sift the baking powder and flour into the vegetable oil mixture and stir evenly to form a moist batter.
