Weigh the oatmeal, brown sugar, crushed peanuts, cooked white sesame seeds, and baking powder in proportion.

Add sifted cake flour.

Mix milk and salad oil evenly.

Pour into the flour, stir evenly with a spatula, and knead into a dough.

Line a baking sheet with tin foil and use a cookie cutter to flatten it.

Leave some space between cookies.

Place in the middle rack of the oven, heat up and down to 150 degrees, and bake for 15 minutes.
