  1. Pack up the horsehead fish first, wash and drain, sprinkle with salt, carefully rub each fish evenly with your hands, marinate for 30-45 minutes and set aside; mince the garlic and set aside.

  2. Boil the water, lay the fish flat on a plate; after the water boils, sprinkle half of the minced garlic on the fish and put it in a steamer over high heat to steam for eight minutes. When the time is up, open the lid immediately and pour out the water in the plate, leaving only a little bit (or none at all). In addition, heat oil in a small pot, pour in the remaining half of the minced garlic, sauté until fragrant, and pour it directly on top of the steamed fish.

  3. Sprinkle the oil and drizzle a little soy sauce on the fish, and you can eat it while it's hot.
