Wash the mung bean sprouts and set aside. If you have the patience, you can pinch off the tails.

The dried kelp used here is soaked until soft and then boiled in a pot. Fresh shredded kelp can also be used, and it should be blanched first to remove the fishy smell.

Cut soft kelp into shreds and set aside.

Cut carrots into shreds and set aside.

Heat oil in a pan and sauté onions and ginger.
