Wash the small potatoes and cook them with the skin on. If you can poke them through with a chopstick, it proves that the small potatoes are cooked.

Peel the cooked potatoes until they are no longer hot to the touch. Potatoes that are cooked first and then peeled have less water and will not turn into mashed potatoes during the cooking process.

Put vegetable oil in the bottom of the pot and fry the potatoes over low heat until golden brown. Turn frequently during frying.

Remove the small potatoes, leaving the base oil. Add minced garlic, minced ginger and dry red chili powder and sauté until fragrant.

Add the small potatoes and salt, tossing a few times to evenly coat the potatoes with the seasoning. Just add the scallions before serving.
