Sauté ginger and green onions until fragrant, add fish pieces, fry until golden brown, add bean paste and stir-fry, finally add cooking wine and soy sauce and stir-fry.

Pour in the dried beans, add water, and finally add chili powder, bring to a simmer, then reduce to low heat.
