Cut onions, peppers, and ginger into small pieces and set aside

Steam the seabass over medium heat for 10 minutes, then steam over low heat for 2-3 minutes (the length of time to steam the fish depends on the size of the fish).

After the oil pan is hot, add the green onions, peppers, and ginger and stir-fry, add soy sauce and salt, and add a little water (don't fry them dry, but leave some juice).

Pour the fried ingredient sauce onto the fish.
