Wash the hairtail fish and remove the internal organs. Prepare onions, ginger, garlic, dried star anise and red pepper.

Dip the hairtail fish in flour and fry in oil pan until golden brown on both sides.

Remove the fried hairtail segments and set aside.

Heat oil in a pot, add onion, ginger, garlic, star anise, and dry red pepper and stir-fry until fragrant.

Pour in light soy sauce, cooking wine, sugar and appropriate amount of water and bring to a boil.

Add the fried hairtail segments, bring to a boil over high heat, and simmer over medium heat for 15 minutes.
