Prepare materials;

Put the egg whites into a mixing bowl, add fine sugar, cream of tartar, and salt in 3 batches, beat with a whisk until 80% creamy and set aside; mix water, powdered sugar, and salad oil until there are no particles, sift in low-gluten flour and mix well, sift in cornstarch, add egg yolks, pour in vanilla extract, and stir into a smooth batter;
