  1. Cut the beef into small pieces and soak in water

  2. Put the soaked beef in cold water into a pot, heat it over high heat until it boils and foams, then clean it, drain it and set aside.

  4. Heat a large pot with cold oil, add all ingredients except chives, and stir-fry until fragrant.
