Clean the fish and coat with starch, cut the green onion into sections, slice the ginger, and pat the garlic.

Heat oil and fry both sides of fish over low heat.

Add onions, ginger, garlic, peppercorns, star anise, and bay leaves.

Add cooking wine, light soy sauce, dark soy sauce, sugar and bring to a boil.

Add boiling water and bring to a boil, then reduce to low heat and simmer for 10 minutes.

Turn over and turn to medium heat to collect the juice.
