Take the leaf part of cabbage.

Boil the water, add a little oil and salt, and blanch the cabbage head for half a minute.

Separate each leaf and let cool.

Add cooking wine, light soy sauce, oyster sauce, sesame oil, thirteen spices, beef powder, and white pepper to the minced meat and mix well.

Add appropriate amount of minced green onions and cooking oil and mix again.

Gently squeeze the water from the cabbage leaves and lay them flat.
