Clean the scallop meat and shells, and marinate the scallop meat with seafood soy sauce, cooking wine, chopped pepper, sugar, and oyster sauce for half an hour.

Add the minced garlic to the oil and stir-fry over medium-low heat, being careful to stir frequently to avoid burning. Turn off the heat when it changes color slightly.

Place the vermicelli on the shell, then place the scallop meat, minced garlic, chopped pepper, and pour the marinated scallop meat sauce on the surface.

Steam for ten minutes.

Continue to stir-fry the minced garlic in the pot until golden brown.
