Prepare the ingredients: as shown in the picture.

Scrape the scales, remove the internal organs and wash the fish, make a few cuts on the fish, cut ginger slices and put them on the fish.

Place in a pot of boiling water and steam for 15 minutes.

Chop the ginger and garlic into minced pieces, add oil to the hot pan, stir-fry the minced ginger over low heat until fragrant, then add the minced garlic and dried chili peppers, and finally add soy sauce, sugar, and pepper, mix well, and the sauce is complete (I forgot to take a photo of the minced ginger and minced garlic).
